Default What is defined as a stamp?

I, ( Being 15 for only a few more months ) was looking at the regulations for licencing and stamps online, and it says that I do not require a licence or a stamp. My question is what exactly is classified as a stamp, are they all environmental surcharges? As Id like to go out and get a steelhead, but I dont really want to pay the 25 bucks if I dont have to.

    Thanks ahead of time,
    Clayton

Not sure, but the $ goes toward enhancement and other good stuff, so it's a good thing to pay for. I guess it could be considered a user fee or environmental surcharge sort of thing.

As far as I can read on pg 6 of the FW regs is that if you are under 16 and are a resident of BC, you don't need a stamp and can retain your own quota, but must of course obey the regulations of that water. Then, when you're over 16, you gotta pay like the rest of us

If you really want to be sure, you can always call your local C.O.
