I can see why the "pay it forward forum" would be considered private, but why the gear review and book review forums??

These forums that say private are now activated by the number of posts. Once you have 20 posts the forums are open for you to participate. Under the the title of the forum "Contributing Members Forums" you will see this description, "Members must have 20 posts or more the view these forums" This is for the contributing members that participate on a regular bases.

This is a concept that was originally developed on the sister site, BCFR to encourage members to participate in the forum without creating user fees, keeping it FREE, as you will. The new post counts forums are not designed to exclude anyone from FFBC's forums, more so to encourage them to be part of our growing community of great anglers. 90% of the site is still available for your enjoyment.
