The biggest difference is, if I remember correctly, cones are heavier for a similar size.
There are no hard and fast rules for beads in slow water, or cones in fast.
Whatever you like at the time is how I roll.
I use both on the same style of fly, depending on whimsy, or if I really want to dredge.
The use of beads vs cones may change the action of a fly, so experiment.
Remember, one of the great things about fly tying is, there are very few rules.
As long as you meet the criteria the fish have set you are golden.
For instance, when I was Dollie fishing a couple of weeks ago, the biggest fish came to a light blue rabbit strip streamer, steelhead blue body of krystal flash chenille and a huge silver cone.The cone just got the fly deeper than the other flies I was using.
( We didn't land it, I handed the rod to my uncle who was, shall we say, very excited, and it broke off. It was in the 36" + range.)
